In this research we analyze the actions and strategies of the actors in the configuration of regional transport and the occupation pattern of the National Territory of Rio Negro between 1898 and 1930, a period justified by the integration of Rio Negro to the national agro-export model. We work with the following hypothesis: in the case of the National Territory of Rio Negro for the studied period, the federal authorities, the ministerial officials and the private actors that did not habited the territory tried to integrate the Rio Negro production system to the agro-export model oriented to the Atlantic Ocean and the Pampa, while the actions and recommendations of the territorial authorities and the local civil society living in the National Territory aimed at a balanced territorial development in productive and demographic terms. The results allow us to observe a diverse landscape: the relationships of and between the actors were key for the Valle Inferior and Alto Valle to keep a leading position in the urban system, where the focus was on the Atlantic connection and with the central region of Argentina, although we also found decisions aimed at balancing the territory in specific regions, periods and objectives. The decisions made by the actors allowed that certain regions improved before or more than others. |
