En sus orígenes, los proyectos de grandes conjuntos habitacionales en Argentina fueron la respuesta urgente a la problemática de sobrepoblación de las ciudades y a la proliferación de las villas de emergencia. Pero luego de más de cuatro décadas de iniciada la producción de vivienda social de gran escala y de la evaluación de dicha experiencia, nos encontramos con los efectos no deseados de aquellas pujantes políticas. La situación actual de los barrios, progresivamente vandalizados y degradados, demuestra que las soluciones habitacionales de los 70, constituyen hoy un problema social y urbano significativo. Es a partir de este escenario que la siguiente investigación plantea el estudio de la viabilidad de rehabilitar este patrimonio construido, el suelo ya ocupado y las redes socioculturales existentes, como alternativa frente a la demolición y la ocupación sistemática del territorio. Reconociendo la complejidad del proceso abordado, la tesis propone trabajar con los Conjuntos Habitacionales de gestión estatal, construidos en la ciudad de Santa Fe en la década del 70, y en particular sobre el Caso del “Barrio las Flores II”. En este marco, se definen categorías de análisis y valoración espacial, y se brinda un conjunto de pautas de intervención sobre estos complejos, que se pueden incorporar a un Plan de Rehabilitación Integral de los Conjuntos habitacionales degradados. In its origins, the projects of large housing developments in Argentina were the urgent response to the problem of overpopulation of cities and the proliferation of emergency villas. Nevertheless, after more than four decades of the production of large-scale social housing and the evaluation of that experience, we find the unwanted side effects of those powerful policies. The current situation of the neighborhoods, progressively vandalized and degraded, shows that the housing solutions of the '70s are today a significant social and urban problem. It is from this scenario that the following investigation proposes the study of the feasibility of rehabilitating this built heritage, the already occupied land and existing sociocultural networks, as an alternative to the demolition and systematic occupation of the territory. Recognizing the complexity of the process addressed, the thesis proposes to work with the State-run Habitational Groups, built in the city of Santa Fe in the 70's, and in particular case of "Barrio las Flores II".
